Resolutions for the 182nd Annual Convention

Resolutions 1-7 are proposed by the Convention Committee on Charter and Canons. You may view the full report on Resolutions 1-6 here.
Resolutions 8-9 are proposed by the General Convention Deputation.

Resolution 1 is an amendment to sections of Four Canons of the Diocese of Florida. This resolution proposes to update deadlines and procedures around the annual diocesan convention.

Resolution 2 is an amendment to Canon 1 of the Canons of the Diocese of Florida. This resolution removes the category of lay delegates “Delegates at Large” from the canon and clarifies that Deputies to General Convention are delegates to Diocesan Convention until their successors are duly elected.

Resolution 3 is an amendment to Canon 5 of Canons of the Diocese of Florida. This resolution requires that the Diocesan Convention Journal be made electronically available to the Diocese.

Resolution 4 is an amendment to Canon 1 of Canons of the Diocese of Florida. This resolution removes the option for remote (electronic) participation in Diocesan Conventions due to cost, technical challenges, and concerns over equal participation and ballot secrecy.

Resolution 5 is an amendment to Canon 9 of Canons of the Diocese of Florida. This resolution requires the Standing Committee to meet at least quarterly, instead of annually, to ensure active involvement and fulfillment of its ongoing responsibilities.

Resolution 6 is an amendment to Rule 2 of the Special Rules for the election of the ninth bishop of the Diocese, adopted on June 14, 2025. This resolution removes the rule allowing remote participation in the bishop election to align with the proposed canon change eliminating electronic participation in diocesan conventions.

Resolution 7 is an amendment to Canon 11 of Canons of the Diocese of Florida “Of Committees of the Diocese,” to revise section 2, “Composition.”

Resolution 8 proposes adding a voting youth member (aged 16–17) to the Diocesan Council to ensure youth representation, recognizing their valuable perspectives and encouraging their active participation in church governance.

Resolution 9 proposes to encourage parishes and missions to include youth (ages 16–17) as non-voting members with seat and voice on vestries and mission boards, promoting youth involvement in church leadership and decision-making.

XI RESOLUTIONS

  • Resolutions may be submitted by any delegate to Convention. Prior to submission, all resolutions must be approved by the vestry/mission board of the submitting delegate’s congregation and seconded by a delegate of another congregation whose vestry/mission board has approved such resolution.
  • Resolutions may also be submitted by the Diocesan Council, any committee or commission of the Diocese, or any board established by the Canons.
  • Resolutions are to be submitted to the Resolutions Committee sixty days before Convention and handled according to the procedures of the Resolutions Commission, however, a resolution which does not comply with the requirements of this rule may be considered by the Convention on an affirmative vote of the majority of the members present.

RESOLUTION FORMAT

  • Resolution Title: Create a title for the resolution that reflects the reason for the resolution and any requested action.
  • Whereas Section: Give justifications or reasons for your resolution. Start each statement with the word “Whereas.” Write a “Whereas statement” for each reason or justification.
  • Resolved Section: State the action you plan to take. Start the first action statement with the words “Resolved.” Begin each additional action statement with the words “Be it further resolved.” Each “Resolved statement” should address one or more of your “Whereas statements.”
  • Explanation Section: Any further statement to clarify the resolution being proposed. This section is optional.
